Firey Debate over Crime Funding. Riley vs. Cannizzaro for more funding. Riley wants more police overtime. Cannizzaro wants more investigators to back up his prosecutors. The pot of money they are talking about using is from unused money in Riley's budget (he can't recruit enough qualified policemen, even given NOPD's minimal standards).

Warren Riley is constantly complaining about how the numbers are making him look bad. He wants credit for "reducing violent crime," but nobody puts any stock into the NOPD's numbers.

Petty, vindictive Warren Riley sends NOPD veteran to Siberia (Police Academy) until he swallows the party doctrine that the sky isn't blue. Cannizzaro bails him out, though.

911 calls by kidnapped teens goes unanswered. What happens when you need the cops, and they aren't there. Talk about an 'Oh, Shit' moment. The message that sends is, 'you can't trust 911 and the police to protect you.' NOPD: When Seconds Matter, They're Only Minutes Away. Is it any wonder that Concealed Weapons Permits are once again through the roof?

Some good news: FBI looks at cases involving New Orleans Police Department officers. The FBI has to do it because NOPD's Public Integrity Bureau, arguably Pennington's greatest accomplishment as police chief, has been destroyed by Warren Riley. Keep in mind that Riley worked for Internal Affairs and got promoted, despite being disciplined for tipping off a crooked cop (Len Davis) about his wife's complaint, leading to her murder.

Riley For Mayor? Police Chief Issues Statement. More here. Scary thing is, you can't just dismiss his candidacy out of hand. Because there is no real frontrunner and New Orleans voters are crazy enough to vote for someone, just because people don't like him, he stands more than a snowball's chance in hell of winning. DO NOT WANT!

Algiers murder adds to bloody weekend. The article ends with this:
Police don’t have suspects in four of the five shootings.

This year is already on pace to top last year's murder total and the summer is just beginning...

Business owner murdered on the job. Ambushed from behind, peppered with rounds while doing his usual routine of refilling ATM's.

"At first, after Katrina they were very much victims," said Normand. "As the population started to grow, now they are becoming perpetrators." BULLSHIT! Sheriff Normand, instead of protecting all in his charge, is trying to gin up fear against "the illegals" to help himself out when he comes up for reelection. He need to distract people about how ineffective his "chee-wee chasing" tactics are.

Man dies in crash on stolen motorcycle. Darwin Award on a donor-cycle. Maybe the first time when the no helmet law actually did the public some good.

Three arrested for alleged plot to kill witness. And you wonder why people are reluctant to testify. Good job catching them. Let's hope they go to jail for the attempt.

Crime Updates - 28 April 2009

Charges reduced against Mardi Gras trio. If these guys get "Eddie Jordan'd," it would be bad news for the city. You can't have people thinking you can get away with shootings along the parade route.

13 Armed Robberies Reported. Lots are in the area. My favorite part of the article:

The New Orleans Police Department's major offense logs released Monday show armed robberies comprised the bulk of the city's violent crime Friday through Sunday. The weekend spike in armed robberies came just after NOPD officials announced that reported crimes, especially armed robberies, were down in the first three months of the year.

Keeping an ineffective police chief is starting to take an economic toll: Huge convention cancels (because Nagin/Riley can't keep a lid on crime).

Girlfriends Now Become Targets. The unarmed family members/girlfriends don't put up the fight that intended targets do and are easier to find. It reminds me about how in ancient times, they'd hunt down the children so they couldn't take revenge at a later date. Barbaric.

On Eddie Jordan: Defeated. An old post, but essential reading if you want to know how Warren Riley continues to hold a leadership position within NOPD (and not say, cleaning toilets with a toothbrush).

Army soldiers, contractors stole fuel, sold it on Iraqi black market . The fuel may have later been resold to finance the Iraqi Insurgency.

Violent weekend leaves 6 dead. Anybody have any clue what the butcher's bill is for the year? I'm almost sure we're at or near 200. I lost count in the 170's. But, don't worry, C-Ray, Eddie Jordan, and Warren Riley are on the problem...

How are Americans continuing to fuel their consumer spending now that they can't use their houses as ATMs and their credit cards are maxed out? By using the only significant source of savings in the country left [401(k)'s]. Maybe more Americans should watch this video. Another way to improve the US economy: increase SEC oversight. Too bad that's anathema to our politicians (whose pockets are lines with bribes, err, "campaign contributions").

Shipping container houses. The solution to New Orleans' housing crisis? New Orleans is a major port and thousands are left on America's shore every year (a legacy of our huge trade deficit to China).

Eat shit or die. Literally. Americans GI tracts are seriously deficient of beneficial bacteria.

Disturbing YouTube video


I know a few things about guns and here's what disturbs me:

That big black box on the micro-Uzi is a homemade "brass catcher." These were first used by target shooters who loaded their own ammo (recycling). Now, criminals like to use them to conceal evidence. Firing pins leave a unique impression on each primer they strike and a good forensic team can match casings with guns even easier than a bullet to a gun. Bullets get deformed. Casings generally don't. This (smart) New Orleans thug added a homemade brass catcher to make it much harder for cops to catch him. The dumb ones wreak enough havoc. God only knows if they get smart.

Oh yeah, and 5 murders in 5 days. Anybody seen Nagin or Riley or Jordan?!?!

UPDATE- Well, make that 6 murders in 5 days.

A couple of comments:
* First off, there are actually some interesting comments in the Nola.com article. 95% of them are the typical racist bullshit, but there are a few that seem to be from cops. If true, they are quite interesting.
* Apparently these two had quite a history. Michael's rap sheet (partial). Demond's rap sheet (partial). If those Docket Master links don't work, let me know.
* A small part of this recent crime spike is attributable to the heat wave. There hasn't been much rain recently, which means people don't stay home as much. The heat gets on people's nerves after a while and gets people to do stupid shit. New Orleanians would be well served to follow the lead of Giants fans when Barry Zito is pitching (pray for rain).

Church's list keeps names of murder victims alive. Great work.

Condotels coming to New Orleans. This is about the last thing we need. I've got some family members who live in Ocean Springs and everyone on the coast HATES condotels. They are basically sanctioned absentee landlords. People buy a room in the hotel, get the revenues, the management takes a small cut, and all sorts of people come through. The owners are under pressure to keep the rooms full, so they'll let anyone in and if they make themselves a nuisance, there's nobody you can really talk to. There's not one landlord. Also, you can't really pressure the company, because it's not their units. Besides, New Orleans already has a glut of both condos and hotels.

Are we reliving 1929? Interesting article. Tough to follow, though. That's why NOBODY in the mainstream media covers complex financial issues.

Re-Engineer the Corps. And it's not a Louisianian calling for the reform...

Homeless camp near city hall. I suggest it be named either "Bushville" or "Nagin Town."

Louisiana's Second Most Retarded Politician

WDSU Video of Midura and Jordan sparing. Who are these idiots cheering Jordan? What crackhead would EVER clap for Jordan? Oh yeah, Dirnell Shavers' murderer...

Guess what, Midura ain't alone in calling for your resignation. My memory might be a little fuzzy on this one, but aren't these state legislators Progressive Democrats? Can someone help me out with this fact?

Jordan dodged and weaved at today's City Council meeting. Looks like Jordan is practicing the 5 D's (dodge, duck, dip, dive and dodge). If only we could throw hammers and wrenches at his worthless ass! He actually had the gall to try to change the subject from him releasing murderers to him bragging about his success forcing deadbeat dads to pay up. My councilman, Mr. Carter, called him on his total bullshit. Good job! Now, you just need represent your district and call for his resignation.

Even Anderson Cooper is getting in on the Jordan-bashing.

RESIGN! YOU SUCK SO MUCH, YOU MAKE THE 1980 SAINTS LOOK LIKE THE 2006 SAINTS!

Chris Roberts, R.I.P.



Article about Chris' murder. Looks like NOPD couldn't squelch this one. Too bad for you, Warren Riley.

I never met him, but some people I know knew him well. Too bad I'll never get a chance to meet him.

Events like this make me really think hard about whether or not I want to live downtown... It's almost like you're in a numbers game and you're betting on whether or not your number is going to come up. YOU HEAR THAT WARREN RILEY! IT'S NOT JUST THUGS GETTING KILLED!!!

Danger in the Marigny

YET ANOTHER MARIGNY RESIDENT MURDERED. Well, the Bywater. Close enough in my book.

our dear friend chris roberts,well know for his motorcycle work with Confederate Custom Motorcycles was shot and killed around 1900 block of esplanade ,sunday evening, and we all just found out tonight. he had allegedly been jacked for his motorcycle and shot. unfortunately the only bit of news we could find about this was at the bottom of the article of a murdered drug dealer in Sundays shootings. Chris was a sweet, hard working man that was very respectable and a genuine person, 33 years old, heavily tattooed, and was a genius when it came to electrical wiring on motorbikes. since Confederate Motorcycles moved to Birmingham, he was since working at fiorellis. I can't speculate why there wasn't more attention drawn to this in the news, and it really saddens me to think that Chris was not given anything more than a few lines at the bottom of an article about a scumbag drug dealer. Even if you didn't know him, you should still be aware of what happened and is happening in this city. People, don't let the news desensitize you... it isn't just the drug dealers killing each other off. They are killing us off as well. [emphasis mine] Chris had a young child and our hearts go out to his family. please post any info as it comes about.

There was a patrol car nr. Pauger St. and N. Rampart in the Marigny on Wed. AM; According to neighbors the NOPD is seeking a homicide suspect as follows:

white guy with scraggly hair-- age maybe 30's, but apparently he appears older than that due to his... activities. Seen wearing a plaid shirt, open, and a tattoo on his front (as in stomach/ chest.)

Just passing it along... The crime which he was involved in apparently happened in NOE (but he was evidently spotted in the Marigny.)

How can we get the MSM to notice this murder and at least put together a decent story? Hmmm. I've got an idea...

SERIAL KILLER STALKS THE MARIGNY!!! FIRST HELEN HILL, THEN ROBIN MALTA, NOW CHRIS ROBERTS! RUN FOR YOUR LIVES! WE'RE ALL GONNA DIE!



EDIT- I just got a great response from the author of the Times-Pic article. NOPD didn't issue a press release about the murder. The cops haven't released any real information, so there wasn't much he could do about it at the moment. He's working on something, but he needs responses by tomorrow for him to finish up the piece. Murder update

71 MURDERS TO DATE



Seventy one murders to date! And that doesn't include 3 (assumed) justifiable homicides.

I checked it twice to make sure I got it right.

Collection of crime mapping files. All of my mapping efforts to date in KMZ and KML format, plus just the 2007 file alone.

A couple of things to point out:
> Since I first started the mapping, the murder hotspots have shifted away from Central City to Treme/Mid City.
> Recently, the shooters in Treme have been extremely accurate (or there are even more shootings in that area that even I believe).
> I've also noticed that as of the past 2 weeks or so, an impressive number of murderers have been arrested as a result of witnesses coming forward. Very encouraging. We'll see what happens when "Special Ed" gets a hold of them...

Murder Pool

The Nola.com Crime and Safety forum is a good place to find reports of shootings that don't get reported on the news. There are a lot of disgruntled NOPD taking out their frustration there. Here's one of the most shocking recent threads. It's their "Murder Pool." Guess how many murders there will be by the end of the year...

Not nearly enough people have read this series by the Times-Pic. It's one of the few pieces of investigative journalism they've ever done. It's excellent. I don't have the time right now to go through it in detail, but I plan to in the future.

Murder rate

A lot of people have been asking about the murder rate.

Here's my tabulation, through 10 PM January 22nd:

Jefferson Parish:
3 (1 in Kenner, 2 in West Jeff)

Orleans Parish:
1 in the Black Pearl
1 in Hollygrove
1 in Lower Garden District
3 in Mid City
4 in Central City
1 in the Iberville Housing Project
2 in Marigny
1 in 7th Ward
2 in 9th Ward

Orleans total: 16


Other deadly incidents:
Robber shot and killed in NO East
Fetuses found in sewer line (I'm not making this up...)
Body dump in Lower 9th Ward that was tacked on to last year's total

There's also a rumor floating around NOPD shot a guy near MLK and Claiborne a few days ago and used their cell phones to keep it off the police bands (and away from the media's prying eyes). If it did indeed happen, I don't agree with it, but I understand why they called it in that way.


I'm sure if you ask Warren Riley, he'll say that there have been no murder in New Orleans in 2007. He'll say it's a media conspiracy. It's really spontanious explosions of heads and chests resulting from eating too much fatty food. Damn you, media! Why won't you warn people about the dangers of spontaneous human explosion!!!

Crime Stats

Every GI Joe cartoon I saw when I was a kid ended with the quote: "Because knowing is half the battle."

If we're ever going to get a handle of crime in the city, we're going to need accurate statistics of what's going on and where's it's going on. That's the Pennington Plan. He introduced and pushed CompStat (computerized crime tracking and mapping software) on the department.

This is what the NOPD is passing off for crime statistics, now. One is months out of date, the other is horribly incomplete.

And then there's the question of accuracy. New Orleans hasn't had an independantly audited set of crime statistics since 2002 (hey, wasn't there a guy named Pennington running for mayor that year?). It's rumored that crimes go unreported or downgraded regularly. How bad is it? Well, nobody really knows for sure, but I can give on example. A while ago, there was a drive-by shooting on Frenchman Street right in front of the Praline Connection. The victim died a week later in the hospital. Because he died later, the perp (if they catch him) will only be charged with attempted murder or even just assault with a deadly weapon.

I'm working in Google Earth to create a map of all major crimes in New Orleans. Here's what I have so far:

I'm already starting to see some real patterns. I want to save my main findings for later, but I'm astonished at how many people survive getting shot and how many stabbings are "domestic" crimes.

Murder

I've heard that the city has had 151 murders to date this year.

Murder rates are measured on a "per 100,000" basis.

Figuring on a population of around 187,000 people and thow in a few more murders in the last 2 weeks of 2006, you get a murder rate of 80 per 100,000 people.

For perspective, the national average is 8 per 100,000 people. Washington DC has about 35. Baghdad (before things completely went to shit) had 100 per 100,000 people.

We're closer to Baghdad than DC. That says something...
